BOROUGH OF NEWTOWN
NEWTOWN, CONNECTICUT

Minutes of the special meeting of the property owners and/or electors of the Borough of Newtown on Tuesday, May 24, 2011 at Edmond Town Hall in the Alexandria Room, Newtown for the purpose of voting on the proposed budget for the 2011-2012 fiscal year.  Warden Gaston called the meeting to order at 7:37 p.m.

Present:  Warden James Gaston, Second Senior Burgess Jay Maher, Burgess Betsy Kenyon, Burgess Anthony Baiad, Burgess Bill Lucas, Burgess and Treasurer Marie Walker, Tax Collector Jodie Enriquez, Clerk Ann Benore

Also Present:  Carol Mattegat and Linda Connor, Registrar of Voters

Absent:  Senior Burgess Joan Crick

Warden Gaston thanked everyone for attending the meeting and copies of the proposed budget were distributed.  He asked whether residents wanted him to present the budget by line item.  All agreed that was not necessary and that they could review the budget on their own.

He read an email from Borough resident, George Schmidt of 12 Old Castle Drive, who stated that he had wanted to attend the budget meeting but was unable to do so due to a prior commitment.  Mr. Schmidt expressed his “appreciation of the Borough’s willingness to hold the line with no year-over-year increase in its budget proposal”.  He asked if he could vote in the affirmative by proxy.  Warden Gaston reported that while voting by proxy is not possible, he appreciated Mr. Schmidt’s offer.

Mark Poirer, 53 Main Street, asked why the line item for Elections was reduced to $10 from $4,900 from fiscal year 2010-2011.  Warden Gaston said that elections are not held on a yearly basis therefore the funds are not necessary for fiscal year 2011-2012.

Warden Gaston asked if there were any further questions.  There being none, he asked those in favor of the budget to hold up their ticket.  He then asked those opposed to the budget to hold up their ticket.  There were no votes in opposition of the budget.  Carol Mattegat and Linda Connor counted the tickets in favor of the budget.  Warden Gaston announced that there were 20 votes in favor of the budget and none opposed.  The budget passed.

Burgess Baiad made a motion that the Borough of Newtown’s Budget as presented for fiscal year 2011-2012 be approved, seconded by Burgess Kenyon and unanimously approved.

Burgess Betsy Kenyon made a motion to set the Borough’s mill rate for 2011-2012 at 0.61%, seconded by Burgess Walker and unanimously approved.

Second Senior Burgess Maher made a motion to adjourn the meeting at 7:52 p.m., Burgess Walker seconded the motion and unanimously approved.
